I think the main solution for this is the parents. If every household was to sit down with their kids and have a sex education talk with them, their kids are most likely to listen. The closest talk I got with my mother was " Don't have sex until you're married, Don't bring any infections in my house, If you get pregnant in my house I'm kicking you out." You have to really, really talk to your kids. Scare them a little. Show them pictures on the web, with a breakdown of the infection, symptons and the worst possible outcomes. Educate them and scare them. But do it affectionately.
